CADS founder receives prestigious award
WASHINGTON, DC, 24 April 2007 – The Directorate of Research at the Center for Advanced Defense Studies (CADS) is pleased to announce that Dr. Newton Howard has been awarded an habilitation à diriger des recherches (HDR). Granted by the French national council of universities for the CADS founder and Chairman's research work on intent-centric paradigms, the HDR is one of the highest academic distinctions in France. A national degree established in 1984 to accredit doctorates with authority to direct and supervise research in any French research institution, the HDR acknowledges high scientific caliber, originality and aptitude to steer research strategies and guide other researchers in specialized areas of knowledge.
Dr. Howard's HDR work is premised on the principle of bounded physical non-determinism, it argues that intentions of human agents, at any observed sequence of states, are finite and can be computed. The thesis proposes a research agenda of complex systems analysis that integrates the intentional view with the physical and the network-centric view.
Thanks to Dr. Howard's HDR, the Center will be able to further expand its academic offerings in France in coordination with prestigious French institutions. In particular, the Center has announced the creation of a new research group with Centre de Recherches en Informatique (CRI, Computer Science Research Center) at the Université Paris I - La Sorbonne. This research group concentrates on advanced and emerging computing concepts including cognitive and quantum computing. Qualified students in the Center's education programs will now be able to obtain doctorate degrees from some of France's most distinguished establishments working on challenging research problems in line with the Center's research vision.
Dr. Howard defended his HDR in front of a jury of seven scholars from the Université de Paris 1 Panthéon-Sorbonne, the École normale supèrieure, the Université Lumière-Lyon 2, the Université de Genève, the Université de Reims Champagne-Ardenne and The George Washington University.
